Generalities

PARTICIPATION NATIVE COMMUNITIES USING COMMERCIALLY AND SUSTAINABLY THEIR FOREST.......Cumala logs wallowing. Nueva Union Native Community. Chambira river basin. Loreto Region.

The project aims to develop and strengthen the capacities of the indigenous people of six basin in the peruvian Amazonia, to get a sustainable management of their jungle as a base for the eradication of the causes of poverty.

Directly favoured people

Seventeen thousand and four hundred eighty eight (17 488) inhabitants in 76 native communities, which included all Matsés, Iquito and Záparo people in Perú, the 94% of the Urarina people and the 80% of the Machiguenga and Kakinte people.

Financing

The total finance of the project is two millions, seven hundred and ten thousand, seven hundred and forty four euros (€ 2 710 744) Eighty percent (80%) from the Delegation of the European Commission in Peru and the rest from organizations like Blue Moon Fund, The Garfield Foundation, Nouvelle Planète, MacArthur Foundation, and Hivos.

Objectives

Global objective

Contribute to the improvement of the quality of life of the Amazonian native communities, throughout their organization and participation in the conservation and sustainable management of the tropical forests.

Specific objective

Strengthen and consolidate the native communities in six basins of the Peruvian Amazonia, developing their local capacities and establishing the bases in order to autonomously lead a model of sustainable forest management.

Expected results

The expected results of the project are:

Expected Outcome 1 (EO 1): Adjustment of the legal Framework for a successful forest Management (Estimated advance: 70%)

  •   Advance of activities in order to achieve EO 1: 

            1.1. Construction of the vision for the Communal Management of the forest.

            1.2. Participative analysis of the legal Framework for the Communal Management of the forest.  

            1.3 Formulation, presentation and monitoring of the proposal of adjustment of the legal framework.

            1.4. Studies about the impact of the sector-based policies in the communal forest Management.

   

Expected Outcome  2 (EO 2): Native communities in commercial and sustainable use of their forest. (Estimated advance: 50%) 

  • Advance of Activities in order to achieve EO 2:

            2.1. Communal Organization for the forest Management.

            2.2. Elaboration of communal forest Management plans.

            2.3. Technical-economical training for the management of the usage unit.

            2.4. Implementation of the communal forest management plans.

            2.5. Research and monitoring of markets for the products of their local forest. 

   

Expected Outcome  3 (EO 3): Native communities with plantations of forest products. (Estimated advance: 60%)

  • Advance of Activities in order to achieve EO 3: 

            3.1. Research about the use of wood as combustible in native communities.

            3.2. Installation and monitoring of plantations with the aim of energy.  

            3.3. Installation and management of plantations with the aim of timber production.

 

Expected Outcome  4 (EO 4): Native communities improve their quality of life with the use of biodiversity. (Estimated advance 50%)  

  •  Advance of Activities in order to achieve EO 4:

            4.1. Promotion of Agro-forest systems

            4.2. Design and implementation of management plans for wild fauna.  

            4.3. Design and implementation of Management plans for lakes and fish farms  

 

Expected Outcome  5 (EO 5): Native communities participate in the Management of the Natural Protected Areas (NPAs) in the surrounding areas. (Estimated advance: 40%) 

  • Advance of Activities in order to achieve EO 5:

            5.1. Participation of local people in the management of the Megantony National Sanctuary. 

            5.2. Participation of local people in the management of the Machiguenga Communal Reserve.  

            5.3. Participation of local people in the management of the Matses Comunal Reserve

            5.4. Participation of local people in the management of Manu National Park. 

 

Expected Outcome  6 (EO 6): Communal monitoring system implemented (Estimated Advance 30%)

  •   Advance of Activities in order to achieve EO 6: 

            6.1. Organization and training of the local coordination committees.  .

            6.2. Elaboration of a Baseline research.

            6.3. Design  and revision of the Participative Plan of Evaluation and Monitoring.

            6.4. Carrying out participative monitoring and evaluation.

EXPECTED OUTCOME 1 (EO 1):

Adjustment of the legal Framework for a successful forest Management (estimated advance: 70%)

Advance of activities in order to achieve EO 1:

Activity 1.1. Construction of the vision for the Communal Management of the forest.

  • Goal: Construction of the communal vision in 28 native communities.  
  • Advance: Vision for the communal Management of the forest constructed in 31 native communities and 10 peasant communities, 1 native community is currently constructing its vision.

Activity 1.2. Participative analysis of the legal Framework for the Communal Management of the forest.  

  • Goal: Analysis of the legal framework in 28 native communities.
  • Avance:

          - 27 native communities and 1 peasant community analysing the Legal Framework.  

          - Information in the national level, systemized and available in the Internet. 

Activity 1.3 Formulation, presentation and monitoring of the proposal of adjustment of the legal framework.

  • Goal: One Directive or Resolution, approved by the office in charge, INRENA that would adjust the management of the communal Forest or the Management plans to the characteristics of the communities, is in force and being used by the native communities.
  • Advance: Incidence in 10 promulgated laws.

Activity 1.4. Studies about the impact of the sector-based policies in the communal forest Management.

  • Goal: 6 Studies (1 each Basin).
  • Advance: 1 electronic forum and 8 studies developed (1 each basin, 1 in the national level and 1 of systematization) 

 


EXPECTED OUTCOME 2 (EO 2):

Native communities in commercial and sustainable use of their forest. (Estimated advance: 50%)

Advance of Activities in order to achieve EO 2:

Activity 2.1. Communal Organization for the forest Management.

  • Goal: 28 Native communities  organized for the Communal Management of the forest.  
  • Advance: 31 native communities and 7 peasant communities in the process of organization for the communal management of their forest. .

Activity 2.2. Elaboration of communal forest Management plans.

  • Goal: 12 communal forest management plans are designed and approved.
  • Advance: 6 management plans elaborated, 9 in process and 2 about to start in 17 native communities and 2 peasant communities.
 

Activity 2.3. Technical-economical training for the management of the usage unit.

  • Goal: 28 units of communal Management in training.
  • Advance: 16 units of communal Management in training.

Activity 2.4. Implementation of the communal forest management plans.

  • Goal: 12 communal forest management plans implemented.
  • Advance: 3 communal forest management plans in implementation.

Activity 2.5. Research and monitoring of markets for the products of their local forest.  

  • Goal: Market researches for 12 local forest products.  
  • Advance: Market researches for 8 products finished, 4 in process. 

 

EXPECTED OUTCOME 3 (EO 3):

Native communities with plantations of forest products. (Estimated advance: 60%)

Advance of Activities in order to achieve EO 3:

Activity 3.1. Research about the use of wood as combustible in native communities.

  • Goal: Researches in 12 native communities.  
  • Advance: Researches in 14 native communities and 1 document of compilation.

Activity 3.2. Installation and monitoring of plantations with the aim of energy.  

  • Goal: 120 hectares of plantations with the aim of energy are installed and well kept.  
  • Advance: 13.5 hectares installed and kept (first campaign 7,801 seedlings alive) 

Activity 3.3. Installation and management of plantations with the aim of timber production.

  • Goal: 120 hectares of plantations with the aim of timber production installed and well kept.  
  • Advance: 80.4 hectares installed and kept (first campaign, 48,981 seedlings alive) 


EXPECTED OUTCOME 4 (EO 4):

Native communities improve their quality of life with the use of biodiversity. (Estimated advance 50%)  

Advance of Activities in order to achieve EO 4:

Activity 4.1. Promotion of Agro-forest systems

  • Goal: 120 hectares of plantations with agro-forest aim installed and kept.
  • Advance: 98.4 hectares of plantations installed and kept (first campaign 19,578 seedlings alive)

Activity 4.2. Design and implementation of management plans for wild fauna.  

  • Goal: 12 management plans for wild fauna in implementation.
  • Advance: 1 management plan for wild fauna implemented and 9 in process.

Actividad 4.3. Design and implementation of Management plans for lakes and fish farms  

  • Goal: 12 management plans for lakes and/or fish farms implemented.
  • Advance: 22 plans in process of elaboration.

 

 

EXPECTED OUTCOME 5 (EO 5):

  • Advance: 5 native communities and 4 peasant settlements participating of the Management of the Sanctuary.

Activity 5.2. Participation of local people in the management of the Machiguenga Communal Reserve.  

  • Goal: Management Committee and Executor of the Contract of Administration (ECA) conformed and trained.
  • Advance: In process

          - Management Committee conformed and in process of recognition.

          - ECA Maeni conformed, recognized, trained and in activity.  

          - Management Plan elaborated.

Activity 5.3. Participation of local people in the management of the Matses Comunal Reserve

  • Goal: Management Committee and Executor of the Contract of Administration (ECA) conformed and recognized.
  • Advance: Monitoring though the establishment of the office of the Matses Communal Reserve.

Activity 5.4. Participation of local people in the management of Manu National Park.  

  • Goal:Management committee of Manu National Park in activity..
  • Advance: Participation in 2 meetings of the Management Committee of Manu National Park


EXPECTED OUTCOME 6 (EO 6):

Communal monitoring system implemented (Estimated Advance 30%)

Advance of Activities in order to achieve EO 6:

Activity 6.1. Organization and training of the local coordination committees.  

  • Goal: 6 Local Committees of Monitoring and Evaluation (CLME) organized and trained.
  • Advance:

          - 5 CLME organized and in the process of training.  

          - 1 CLME in the process of organization and training.

Activity 6.2. Elaboration of a Baseline research.

  • Goal:6 Baseline researches developed (one each basin)
  • Advance: 6 Baseline researches developed. (one each basin)

Activity 6.3. Design  and revision of the Participative Plan of Evaluation and Monitoring.

  • Goal: 6 Participative Plan of Evaluation and Monitoring developed (one each basin).
  • Avance:

          - 2 plans done.

          - 1 plan in process.

Actividad 6.4. Carrying out participative monitoring and evaluation.

  • Goal: 6 participative reports (every 6 months) of evaluation and monitoring.
  • Advance: Participative evaluation and monitoring is being performed in the six basins.
